When Brahma was pleased with his penance, Lord Brahma told him to ask for a boon. Bhagiratha asked him to send Devi Ganga on earth. But Lord Brahma tells him that Devi Ganga will come to land at a powerful speed and mother earth would not be able to hold it, and this will create havoc for all habitants of earth. Hence, he asked Bhagiratha to please Lord Shiva. Thus, Bhagiratha again goes for penance of Lord Shiva and pleases him.
Lord Shiva was pleased by his penance and offers him the boon. But Devi Ganga was adamant to come to earth as she did not want to vacate her place in heaven (Devi Ganga stayed in Brahma’s Kamandalu). But Ganga then puts a condition on Bhagiratha and tells him that he should sing and praise her and never stop throughout his journey. If Bhagiratha did so, Ganga would stop in the place. Thus, Lord Shiva at first acquired Ganga into his matted hair and then from there Ganga released her water on to earth.
